Director O'Connor was appointed to the Carpinteria Valley Water District, District 5 seat in 2024 to fill a vacancy until the 2026 election and began serving on the COMB Board in July 2025.

Director O'Connor received a Bachelor of Science Degree in Mechanical Engineering from the University of Arizona and a Master of Business Administration degree from the American Graduate School of International Management (now Arizona State University).

Professional experience and community involvement (past and present):

• Member of the Carpinteria Valley Valley Water District Rate & Budget Committee.
• Carpinteria Valley Valley Water District alternate representative to the the Central Coast Water Authority Board.
• Aerospace manufacturing executive, investor and Board advisor.
• Currently serving on Carpinteria’s Architectural Review Board.
• Member of the Phoenix Thunderbirds 501-3c charity organization since 1999.
